Supporting Younger Adults with Disabilities in Education and Employment (England) Policy

Policy Statement

This policy (which can be adapted for different service settings) sets out the values and principles underpinning {{org_field_name}}’s approach to the support that it offers to its service users to receive education and employment in line with their personal goals, interests and needs.

This care service follows the core principle that every one of its service users has the right to personal, social and intellectual development and must be given every opportunity to achieve their potential in learning and in work.

{{org_field_name}}’s policy is then based on the following additional principles.

  1. Our service users are entitled to a broad, balanced, relevant and high-quality education and employment training in line with their interests and wishes.
  2. They should not be discriminated against in accessing education, training and work on account of their disabilities, gender, ethnicity, religion, sexual orientation or transgender status.
  3. They should be given access to the specialist advice, guidance, services and facilities that they need to reach their educational and employment goals.
  4. {{org_field_name}} uses strength-based, person-centred care planning to assess their specific needs and the resources required to meet these.
  5. All care planning processes and implementation will use the individual’s primary methods of communication.

By enabling service users to have full learning and work opportunities, {{org_field_name}} is seeking to put into effect the Government’s personalisation agenda for people who are otherwise disadvantaged by disabilities and impairments, which has been highlighted in the White Paper, People at the Heart of Care (2022).

{{org_field_name}}’s approach is also aimed at achieving compliance with the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, particularly Regulation 9, “Person-centred Care” and is firmly in line with the Care Quality Commission’s guidance “Right Support, Right Care, Right Culture” (2020).

{{org_field_name}} will ensure that its service users are made subject to the provisions of the Equality Act 2010 when seeking, applying for, or engaged in, work and education.

In applying its policies {{org_field_name}} is mindful of the importance of properly assessing and managing all risks to service users’ safety and wellbeing. In doing so it takes a positive risk taking approach whilst recognising that it is important to keep service users safe and protected from abuse and discrimination when following education and employment pathways.

Procedures

Care and support staff will:

  1. work with each person to identify their needs and goals in relation to their education and employment aspirations in line with person-centred care planning methods
  2. work in co-operation with the relevant organisations and agencies to create and follow suitable educational and employment pathways for each person
  3. co-ordinate and review the progress being made with the service user and everyone else who is involved, including professionals and any family members
  4. help the person address and overcome, where possible, any barriers facing them because of discrimination, stigma, difficulties in communication, lack of self-confidence and risks of abuse
  5. support the person to obtain suitable learning and work-related experiences where required to prepare them for the worlds of education and work, including voluntary work, attending courses and training, etc.
  6. support the person gain the self-confidence often needed to use the opportunities available
  7. make available and discuss the information the person needs to make informed decisions about education and employment matters
  8. help the person with funding issues, including helping them to claim the benefits and financial support to which they are entitled
  9. support any person who is in formal education and work to use the opportunities to the best of their abilities and to address any concerns arising, making any changes needed.

{{org_field_name}}’s leadership is responsible for ensuring that every service user has and can take full advantage of the opportunities and provision available to meet their needs and achieve their personal goals.

It will co-operate and negotiate where needed with social workers, educational and employment provider organisations and agencies to ensure that service users can take advantage of their provisions on the basis of equality of access and non-discrimination.

Training

All staff are trained to support service users who are identifying, finding and using the educational, vocational and work opportunities as part of their person-centred care plan.
