Managing Heat Waves Policy

1. Introduction

Our Home Care business is committed to ensuring the safety and well-being of our service users during extreme weather conditions, including heat waves. High temperatures can pose serious risks to health, particularly for vulnerable individuals such as the elderly, those with pre-existing medical conditions, or those with limited mobility. This Managing Heat Waves Policy outlines how we effectively manage service user care during hot weather, ensuring compliance with Care Inspectorate Wales (CIW) regulations, Health and Safety legislation, and best practice guidelines.

This policy applies to all employees, including Care Assistants, Senior Carers, Coordinators, Managers, and Directors, and provides guidance for CIW inspectors to understand how we ensure the safety of service users during heat waves. The aim is to implement proactive measures, provide clear guidance for staff, and ensure that service users are safeguarded in all weather conditions.

  1. Legislative and regulatory framework

This policy is written to support compliance with the Regulation and Inspection of Social Care (Wales) Act 2016 and the Regulated Services (Service Providers and Responsible Individuals) (Wales) Regulations 2017 (as amended), and it aligns with the Welsh Government Statutory Guidance for providers of care home and domiciliary support services (Version 3, updated 27 March 2024).

E. Medicines safety during heatwaves

During heatwaves we take additional precautions to ensure medicines remain safe and effective. Staff:

  1. check whether the person has heat-sensitive medicines (including refrigerated medicines) and follow the care plan instructions;
  2. ensure medicines are stored according to the label/pharmacy guidance (including maintaining fridge medicines at appropriate temperatures where applicable);
  3. escalate any concern about medicine integrity (e.g., overheated storage area, power loss affecting refrigeration, missing doses due to illness) to the Registered Manager/On-Call immediately; and
  4. record actions taken in the MAR/care record and follow the organisation’s medicines policy and auditing arrangements.

These arrangements support the requirement to ensure medicines are stored/administered safely, with effective recording and audit systems.

F. Staff Training and Awareness

Ensuring that staff are well-informed about the risks associated with heat waves is key to maintaining safe care practices.

For CIW Inspectors:

G. Emergency Procedures for Extreme Heat

In cases of extreme heat, additional measures are required to ensure service user safety.

4. Governance and Continuous Improvement

We ensure high standards in managing heat waves by conducting regular reviews and implementing improvements based on staff feedback, service user feedback, and incident reports.

What We Do:

For CIW Inspectors:

Policy review includes checking for changes in legislation, statutory guidance and best practice recommendations. Where updates are made, we communicate changes to staff (and to individuals/representatives where the change directly affects them) in a timely way, and we make the policy available in accessible formats on request.

5. Compliance Monitoring and Audit Procedures

6. Conclusion

We are committed to ensuring that service users are safeguarded during heat waves through proactive planning, monitoring, and appropriate action. This policy ensures high standards of care, minimizes the risks associated with extreme heat, and complies with CIW regulations, Health and Safety requirements, and best practice guidelines.
