Supporting People with Learning Disabilities Policy
1. Purpose
This policy outlines {{org_field_name}}’s commitment to providing high-quality, person-centred care to people with learning disabilities, ensuring their dignity, independence, and rights are upheld in accordance with the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, CQC Fundamental Standards, and Equality Act 2010. It ensures compliance with best practices, promotes inclusion, and safeguards individuals from discrimination or improper treatment.
2. Scope
This policy applies to all staff at {{org_field_name}} responsible for delivering care and support to people with learning disabilities. It includes direct care staff, registered managers, healthcare professionals, and administrative staff who may handle documentation related to individuals with learning disabilities. It applies to all aspects of care, from assessment and planning to daily support and safeguarding.

5. Person-Centred Approach
- Care planning is led by the individual, incorporating their choices, strengths, and aspirations.
- Individuals are encouraged to participate in decisions about their care, using accessible communication methods where necessary.
- We ensure that people with learning disabilities are actively involved in their local communities and social networks.
- Adjustments are made to accommodate diverse needs, ensuring accessibility in all aspects of care and service provision.
6. Communication and Accessible Information
- Staff use easy-read materials, pictorial aids, Makaton, British Sign Language (BSL), or other communication tools suited to the individual.
- People we support are provided with information in a format they can understand to make informed decisions about their care and rights.
- Communication passports are created where needed to document individuals’ preferred communication styles and needs.
7. Mental Capacity and Decision-Making
- We adhere to the Mental Capacity Act 2005, ensuring that people with learning disabilities are supported to make decisions.
- Where capacity is in doubt, staff conduct assessments and involve relevant parties, including family members and advocates.
- Best-interest decisions are made transparently and recorded, involving professionals, families, and the individual whenever possible.
8. Safeguarding and Protection from Abuse
- We operate a zero-tolerance approach to abuse, neglect, and exploitation.

9. Positive Behaviour Support (PBS) and Restrictive Practices
- PBS plans are implemented where needed to support individuals in managing behaviours that challenge.
- Restrictive interventions are only used as a last resort, are proportionate, and follow legal and ethical guidelines.
- Staff are trained in de-escalation techniques, recognising triggers, and supporting individuals positively.
10. Health and Wellbeing
- Regular health assessments are conducted, and individuals are supported to attend medical appointments.
- Reasonable adjustments are made to ensure equal access to healthcare services.
- Staff promote healthy lifestyles, including balanced diets, exercise, and mental health support.
- Medication management follows Regulation 12 (Safe Care and Treatment), with regular reviews to avoid overmedication.
11. Staff Training and Development
- All staff receive mandatory training on learning disabilities, autism, and person-centred support.
- Ongoing refresher training is provided to ensure compliance with best practices and legislative updates.
- Specialist training in PBS, autism awareness, communication methods, and safeguarding is available.
12. Promoting Independence and Life Skills
- We support individuals in developing daily living skills, such as cooking, budgeting, and travel training.
- Person-centred risk assessments are conducted to enable independence while managing potential risks.
- Individuals are encouraged to pursue education, employment, and volunteering opportunities where possible.
13. Inclusion and Community Engagement
- Activities are designed to integrate individuals into their communities and promote social inclusion.
- Individuals are supported to participate in cultural, religious, and recreational activities of their choosing.
- We work with community organisations and advocacy groups to promote the rights and visibility of people with learning disabilities.
14. Record Keeping and Documentation
- Care plans, risk assessments, and incident reports are maintained accurately and securely in line with Regulation 17 (Good Governance).
- Individual progress is regularly reviewed, and care plans are updated accordingly.
- Staff document support provided in a way that reflects the person’s voice and preferences.
15. Family and Advocacy Involvement
- Families and advocates are engaged in care planning and decision-making where appropriate.
- Regular reviews and meetings ensure that loved ones are informed and involved in the person’s care.
- Independent advocates are provided where necessary to uphold individuals’ rights and wishes.
16. Complaints and Feedback
