Protection from Radicalisation and Extremism (Prevent Duty) Policy
1. Purpose
The purpose of this policy is to ensure that {{org_field_name}} takes a proactive and preventative approach to protecting residents, staff, and visitors from radicalisation and extremism. This policy outlines the measures in place to comply with the Counter-Terrorism and Security Act 2015 and the Prevent Duty, ensuring that vulnerable individuals are safeguarded from the risks of being drawn into terrorism. It aligns with the Regulation and Inspection of Social Care (Wales) Act 2016, CIW regulations, and the Welsh Government’s counter-terrorism strategy.
2. Scope
This policy applies to all staff, residents, visitors, volunteers, and external professionals engaging with {{org_field_name}}. It sets out responsibilities, processes, and procedures to ensure that all individuals within our care setting are protected from radicalisation and extremist ideologies.
3. Definitions
- Radicalisation: The process by which individuals come to support terrorism or violent extremism.
- Extremism: Vocal or active opposition to fundamental values such as democracy, the rule of law, individual liberty, and mutual respect and tolerance for different faiths and beliefs.
- Prevent Duty: A statutory duty placed on certain organisations, including care providers, to prevent people from being drawn into terrorism.
- Terrorism: The use or threat of action designed to influence government or intimidate the public, with the purpose of advancing a political, religious, or ideological cause.
4. Recognising the Signs of Radicalisation
All staff must remain vigilant and recognise the signs that an individual may be at risk of radicalisation, which may include:
- Sudden changes in behaviour or attitudes.
- Withdrawal from social interactions and activities.
- Expressing extremist views or justifying violence.
- Increased secrecy about online activities.
- Associating with known extremists or extremist groups.
- Displaying symbols or materials linked to extremist ideologies.
- Increased isolation from friends and family.
5. Preventing Radicalisation in the Care Setting
To minimise the risk of radicalisation, {{org_field_name}} implements the following safeguarding measures:
- Staff Training:
- All staff receive Prevent awareness training as part of their mandatory safeguarding training.
- Training includes recognising warning signs, handling disclosures, and appropriate reporting mechanisms.
- Risk Assessments:
- Regular risk assessments are conducted to identify and mitigate any vulnerabilities to radicalisation.
- Risks are reviewed periodically and in response to emerging threats.
- Promoting British Values:
- Encouraging mutual respect, tolerance, and understanding within the care home.

- Monitoring Internet and External Influences:
- Ensuring that internet access within the care home is secure and monitored to prevent exposure to extremist content.

- Monitoring visitors and external influences that may pose a risk to residents.
6. Reporting and Responding to Concerns
All concerns regarding radicalisation or extremism must be reported immediately.
- Internal Reporting Procedures:
- Staff must report any concerns to the Designated Safeguarding Lead (DSL) without delay.
- The DSL will assess the concern and liaise with external safeguarding agencies if necessary.
- External Referrals:
- If required, concerns will be referred to the local authority’s Channel Panel, a multi-agency safeguarding programme.
- Concerns may also be reported to law enforcement or counter-terrorism agencies where necessary.
- Confidentiality and Information Sharing:
- Information will be shared on a ‘need-to-know’ basis, in line with GDPR and safeguarding policies.
- Staff must not investigate concerns independently but must follow reporting procedures.
7. Working with External Agencies
Collaboration with external agencies is essential for effective implementation of the Prevent Duty.
- Local Safeguarding Board: Engaging with safeguarding boards to ensure compliance with Prevent Duty obligations.
- Local Authority Prevent Team: Working with local Prevent coordinators to receive guidance and updates.
- Counter-Terrorism Police and Social Services: Partnering with relevant authorities for intervention and support.
8. Support for Residents at Risk of Radicalisation
If a resident is identified as at risk of radicalisation:
- A personalised safeguarding plan will be developed with input from relevant agencies.
- Counselling and mental health support services will be provided as necessary.
- Alternative positive activities and social engagement opportunities will be encouraged.
9. Responsibilities of Staff
All staff are responsible for:
- Understanding their duty under the Prevent framework.
- Attending and completing Prevent training.
- Being vigilant for signs of radicalisation and extremism.
- Reporting concerns promptly to the DSL.
- Promoting an inclusive and tolerant care environment.
10. Compliance and Monitoring
- Audits and Inspections:
- Regular audits ensure Prevent Duty compliance.
- Findings are reported to management and reviewed as part of ongoing policy improvement.
- CIW Compliance:
- CIW inspectors assess Prevent Duty adherence during regulatory inspections.
- Evidence of staff training, reporting mechanisms, and risk assessments must be maintained.
